The cost of the NSW Alcohol Interlock Program can be a significant burden, especially when you’re already dealing with fines, legal fees, and the loss of income that often comes with losing your licence. The good news is that financial assistance is available — and many people don’t know they’re eligible.

What Does an Interlock Cost in NSW?

Before looking at assistance, it helps to understand the typical cost structure:

  • Installation fee: $150–$300 (one-off)
  • Monthly monitoring/lease fee: $120–$180 per month
  • Monthly service fee: Included in some plans, separate in others
  • Removal fee: $100–$200 (at the end of your program)

Over a 12-month mandatory period, the total cost typically ranges from $1,600 to $2,500. For a 24 or 48-month period, costs can reach $4,000–$8,000+. This is why financial assistance matters.

The Salvation Army Interlock Assistance Program

The Salvation Army operates a financial assistance scheme specifically for people who cannot afford interlock costs in NSW. Through this program, the Salvation Army can:

  • Subsidise installation costs — reducing or eliminating the upfront fee
  • Contribute to ongoing monthly fees — making the program more affordable over time
  • Provide case management support — helping you navigate the broader impact of your drink-driving conviction

How to Apply

  1. Contact the Salvation Army — call their financial counselling line or visit a local centre
  2. Complete a means test — you’ll need to demonstrate financial hardship
  3. Provide documentation — court orders, proof of income/Centrelink payments, bank statements
  4. Receive assessment — the Salvation Army will determine what assistance they can provide

You do not need to attend a Salvation Army church or be affiliated with the organisation to access this assistance.

NSW Government Financial Hardship Provisions

Transport for NSW acknowledges that interlock costs create genuine hardship for some participants. While there is no blanket government subsidy, the following provisions exist:

Reduced-Cost Providers

Transport for NSW maintains a panel of approved interlock providers. Shopping between providers is legitimate — prices vary, and some providers offer more competitive monthly fees than others.

If you hold a Health Care Card or Pensioner Concession Card, some interlock providers (including Smart Start) offer reduced-rate plans. Ask your provider directly about concession pricing — it is not always advertised.

Payment Plans

Most interlock providers, including Smart Start, offer monthly payment arrangements rather than large upfront payments. If cash flow is the issue (rather than overall affordability), a payment plan may be sufficient.

What If I Simply Can’t Afford It?

If the cost of the interlock program is genuinely beyond your means even with assistance, you have two options:

1. Apply for an Interlock Exemption Order

2. Speak to a Traffic Lawyer

A traffic solicitor familiar with the interlock program may be able to advise on options specific to your case. Legal Aid NSW can assist if you cannot afford private legal advice.

  • Get multiple quotes — installation and monthly fees vary between providers
  • Book installation promptly — the mandatory period starts at installation, so delays cost you money in licence fees without starting the clock
  • Keep all service appointments — missing a service triggers extra fees and potential compliance issues
  • Ask about concession pricing if you hold a government concession card
